Reference: Patent (for this miniature version - there was also a larger one) is reproduced below (scroll down); designer A Philippe, filed Aug, granted Sept 1941. Brunialti, American Costume Jewelry - Art and Industry (2008) Vol 2 p 240 for the matching Lion of Victory pin, also patented and produced in large (see TKF6740) and miniature (TKF6892) versions - the US eagle and British lion symbolising the alliance's wartime solidarity, even before it was formally announced. The three rubies are dots and the blue baguettes are a dash, morse code for the letter 'V' - for victory.
