Reference: Brunialti, American Costume Jewelry - Art and Industry (2008) Vol 2 p 142. Patent is reproduced below (scroll down); designer A Philippe, filed Sept, granted Dec 1944. Advertised for sale at Jaccard's St Louis, price $30 incl tax, in the St Louis Post-Dispatch, 31 Jan 1945, p 15; click thumbnail above to view advertisement. Rodgers & Hammerstein's hit musical 'Oklahoma!', with the song 'The Surrey with the Fringe on Top', opened on Broadway in March 1943,; a touring production starting in late 1943 covered the US for the next 10 years (see Wikipedia).
