Reference: Mark, design, construction, and non-use of Sterling date this to early 1942. The victory banner dates this to after the entry of the US into WW2 in December 1941. See REG43, an unsigned (now identified as Coro) pin identical to this one but without the Victory banner, and the patent on which all are apparently based, reproduced below (scroll down); designer Sidney Stone of Cedarhurst NY, applied for March 29 and granted June 10 1941, well before the USA's official entry into the war.
